Prevent War: Climate Change Fuels Deadly Conflict

May 20, 2011

3 Ways Climate Change Can Fuel Deadly Conflict

Climate wars are not a thing of the future- increasing water scarcity,
desertification, climate refugees, melting in the Arctic, and other impacts of
climate change are already causing violent conflict around the world. For
example, in Kenya, as rising temperatures and drought have diminished scarce
resources like water and grazing land, long-standing tensions amongst nomadic
tribes have exploded into outbreaks of violence. Use FCNL’s brand new flyer
to educate others in your community about this important issue. The flyer offers
three examples of ways that climate change has already caused violent conflict
and three things Congress can do now to prevent climate wars. You can read more
about FCNL’s work on climate change and deadly conflict in Alex’s blog post
or last year’s policy brief, “ Global Warming Heats Up Global Conflict.”

U.S. Appoints New Ambassador to Kenya

Ambassador Scott Gration, previously the U.S. Special Envoy to Sudan, was
recently appointed as the new U.S. Ambassador to Kenya. FCNL provided
recommendations for effective prevention of deadly conflict in Kenya in a letter

that we hope will promote a United States policy both conducive to and
supportive
of a peaceful 2012 election. Read Cassidy’s blog post
for more about our letter and Ambassador Gration’s confirmation hearing.

Genocide Prevention in the News

FCNL constituent Jim Matlack wrote a letter to the editor in his local paper
last week commending Senator Susan Collins (ME) for supporting genocide
prevention efforts in the Senate, including S. Con. Res. 71, a resolution to
prevent genocide and mass atrocities that the Senate passed last year. Jim wrote
that this resolution was “a far-sighted endeavor to offset the immense disparity
between our spending on military programs versus funds devoted to preventive
diplomacy and timely aid in crisis situations around the world.” Letters like
Jim’s will be important for mobilizing public interest and congressional support
for this urgent issue.

Take Action: Funding for Conflict Prevention Still in Danger

Last week, the House released spending limits that each of the appropriations
subcommittees must meet. The total amount allocated to the International Affairs
budget was $41 billion, which is 2% less than fiscal year 2011 levels, which had
been cut below 2010 levels. This means that as funding levels for specific
programs, such as the Complex Crises Fund and the Civilian Response Corps,
are determined, the State and Foreign Operations subcommittee will have even
less
funds to work with, thereby increasing the likelihood of drastic cuts to these
essential tools for conflict prevention.

The Complex Crises Fund:

The Civilian Response Corps:

Take Action: Urge Congress to support the accounts that are critical to the
peaceful prevention of deadly conflict as they consider the fiscal year 2012
budget:
